'The report highlights the great achievements by countries to increase civil registration to ensure that all citizens are counted and can access education, health and social protection services. It marks the mid-point of the Asian and Pacific Civil Registration and Vital Statistics (CRVS) Decade (2015-2024) and provides an opportunity to highlight challenges to universal registration systems and inform the discussions of the Second Ministerial Conference on CRVS in Asia and the Pacific to be held on 16-19 November 2021.'
